Your telegram No.812 and my reply No. 930.
As regards the amount to be allocated to the Western Pacific, it is recognised that it is impossible to ascertain the exact value of Japanese assets in those cases where these are in the form of real property whose value will vary from time to time and cannot be accurately ascertained except by sale of the property. In these circumstances I would propose an arbitrary amount of $ 1 million which appears to be approximately Hong Kong's share if a total of about £1,000,000 is to be allocated to the Western Pacific. If you see no (repeat no) objection therefore, statement in your telegram No. 812 might be amended by substituting "This Government supports this suggestion and has agreed that a round sum of $1 million shall be made available to those territories" for "This Government.... suggestion".
Date of issue of statement will have to be agreed with Commissioner General, South East Asia.
